H.W. openly called the first covenant “weak and useless” (7:18). In chapter 8 he implies that it was an inferior ministry—an inferior covenant based on inferior promises.
That first covenant, although “holy, righteous and good” (Rom. 7), was, indeed, faulty. It’s flaws were people-based. Those Israelites brought wrath upon themselves through violating that covenant—either unwittingly or through not caring. So, God said, “Replace it.”
As they were about to be humiliated and exiled into Babylon for their gross violations, God promised them that a new pact would be offered to them. It would address their weaknesses and insure that everyone in the covenant would be there by choice and would receive full and complete forgiveness. Read Jer. 31:31ff in full context to see the power and beauty of this promise.
However, when God called for a NEW covenant He unmistakenly declared the FIRST to be more than inadequate; He declared that it was to be removed in favor of a better, more effective one. That very covenant is the ministry of the New High Priest.
